Executive Director Scope of Work
The Wellington West Business Area

The Wellington West Business Improvement Area (WWBIA), home to Hintonburg and Wellington Village exists to support and strengthen the local business community and to help create the conditions for businesses to thrive. WWBIA represents over 500 businesses and commercial property owners. Formed in 2008 by local business people to explore opportunities to collaborate and work to promote the importance of supporting local commercial activity.

WWBIA was designated a Business Improvement Area by Ottawa City Council under Bylaw 2008-40 in accordance with section 204 of the Municipal Act on Feb 19, 2008.

WWBIA is run by a 12-member volunteer Board of Management.

Scope of Work

Under the direction of the volunteer WWBIA Board of Directors and reporting to the WWBIA Chair (or designate), the Executive Director provides and coordinates services in the following areas:

Member Services
Develop a sense of community with all BIA stakeholders (open, inclusive, connected and collaborative) through Member Services/Advocacy/Communications.

  • Advocate on behalf of members and provide day-to-day stakeholder relations by assisting individual businesses with promotion, permits, and queries, and conducting member surveys as required.

  • Email distribution of info/resources to BIA members from City and dissemination of other pertinent information.

  • Organize special member events as directed by the Board including AGM and networking holiday mixer.

Board of Directors
Provide periodic updates to the Executive Board and Board on the ongoing BIA work plan and upcoming deadlines, as well as bringing forward issues/decisions that require the board’s attention and/or approval.

  • Oversee administration of the BIA office including budgeting, tracking financials and accounting: bill payments, petty cash, maintenance contractors, and contract workers.

  • Schedule monthly board meetings, draft agenda with Chair/Board and prepare special reports as required by the Board.

  • Coordinate logistics of the Board meetings, prepare minutes for distribution post-meeting and follow-up on board decisions and issues as required

  • Support of Board sub-committees (or ad-hoc committees) established to deal with specific BIA issues.

  • Work with BIA Board (and sub-committees) on Multi-year Strategic Plan, budget and work plan to effectively carry out the strategic initiatives.

  • Participate/contribute to external working groups &committees as directed by the Board.

Marketing & Communications
Promote the BIA through Marketing/Media/Special Events/Public Relations/Public Art Projects

  • Manage interactive website with business listings and provide ongoing communications both internally to members and externally to the public to promote the area to visitors and to recruit new tenants/businesses.

  • Communications include updates to members, online listings, monthly blog posts, weekly Facebook updates, and newsletters.

  • Oversee design/creation of ads, flyers, and marketing collateral for all BIA initiatives including business directory & map, banners’ design, production and installation, and other projects.

  • Work with the Board to develop new marketing initiatives and develop RFPs, as required, to implement and manage special marketing initiatives.

  • Manage special events and partnerships as directed by the Board to promote the area with the goal of increasing customer visits, increasing sales and recruiting new businesses/tenants.

  • Maintain strong relations with local media by responding to media queries, writing articles & press releases, and pitching articles to promote the BIA.

  • Coordinate Point of sales surveys or other customer/visitors surveys.

  • Oversee all aspects of the cycling program to promote Wellington West as cycling destination: Produce cycling map & promotional material, work with local Bike shops to establish workshops, manage partnerships/sponsorships of local cycling events.

  • BIA sponsorship of events: Coordinate payments and paperwork for sponsorships approved by the Board.

 Street Beautification
Monitor the maintenance & seasonal beautification agreements of Wellington Street by overseeing the delivery and caretaking of the following:

  • Street furniture and planters

  • Holiday lighting and banners

  • Murals, grant applications

  • Graffiti removal contract

  • Landscaping contract

  • Special projects with the City


  • Excellent leadership and communications skills.
  • Strong planning, organization and project management skills.
  • Experience working with and providing support to Board of directors.
  • Ability to manage staff, service providers, partners, and volunteers.
  • Ability to interact positively with business and property owners and facilitate consultation.
  • Effective group facilitation and networking skills.
  • Marketing experience and competency in web-based communications strategies (blogs, FB, Twitter).
  • Event management experience
  • Post-secondary education in business administration, marketing, economic development or related field and /or equivalent 3-5 years related work experience.

 Work Conditions

  • Develops work plans and budgets, manages multiple tasks, resolves problems and meets deadlines.
  • Establishes strong and appropriate relationships with the Board of Directors, committees, and WWBIA members.
  • Directs staff and coordinates contractors to execute and fulfill the requirements of the Scope of Work.
  • Maintains a flexible work schedule to meet the demands of WWBIA.

Salary: Commensurate with Experience.
